Dr. David Russell, Chair

David Russell

David is the Dean of the College of Business at the University of Derby. He is an accountant by profession, member of the British Accounting & Finance Association, the Committee of Departments of Accounting & Finance Executive and the Institute for Fiscal Studies. He has led change programmes introducing commercial principles into not-for-profit organisations, and the transition of public services to commercial activities. He was appointed Chair in June 2017.

Bob Hingston - Vice Chair


Bob has spent most of his career in housing, working at director level for housing associations before setting up his own housing and regeneration consultancy in 2005. He is a Fellow of the Chartered Institute of Housing and has been Chair and Board member of a number of social enterprise and housing organisations.

Chan Kataria BSc (Hons), FCIH, MBA


Chan is Group Chief Executive. He has held numerous positions at senior level in both the housing association and local authority sectors since 1985. He is a former Chair of the National Housing Federation in the East Midlands and a member of the steering group of housing association alliance PlaceShapers.

Tim Brown

Tim Brown

Tim works as an independent Consultant and is a Corporate Member of the Chartered Institute of Housing. He is a senior research associate in Housing and Local Government, Department of Politics and Public Policy at De Montfort University. He has recently been a member of the research team evaluating housing and worklessness and currently runs workshops on housing & health and housing & safeguarding.

Janet Beaumont


Janet worked in local government for 32 years until 2008, including as Chief Executive at Local Government East Midlands, a not-for-profit association representing the 46 local authorities in the East Midlands. She now provides HR and improvement support services to the public sector and is part-time director of a European-level public service partnership.

Vandna Gohil


Vandna currently provides strategic support, leadership, and management for Healthwatch Leicestershire, an organisation dedicated to improving health and social care. She was previously a Senior Welfare Rights Worker for Leicester City Council, providing advice to claimants and raising awareness of anti-poverty issues. She has also worked to promote and market Coventry Law Centre and was involved in setting up the Highfields and Belgrave Law Centre.

Chris Hobson


Chris is currently Director of Policy and External Affairs at East Midlands Chamber. He has spent his career in public policy with experience across a number of fields. Previous roles include Head of Information and Representation for Derbyshire, Nottingham and Leicestershire Chamber of Commence, Lead Manager in the East Midlands for the National Housing Federation and Manager of Transact, the national forum for financial inclusion.

Jim Holden

Jim Holden

Recently retired, Jim spent the last twenty years of his career as a Strategic Director and Deputy Chief Executive of a local authority. A qualified accountant, he has also held responsibility for a wide range of local authority functions, including planning, legal services, and health and environment related services.

Patricia McCabe

Patricia McCabe

Patricia is Managing Director of Central Consultancy & Training Ltd, a company specialising in delivering a range of consultancy services to housing, social care, and the wider third sector. Among other things, she is Director of Homecome Ltd, a not-for-profit housing company providing good quality affordable housing for people on low incomes in Leicester, and Chair of Birmingham and Solihull Women’s Aid.
