Quantum Consortium

The Quantum Consortium is one of just 108 organisations across the country selected to deliver the Homes and Communities Agency’s affordable housing programme and has provided 2,145 new homes in the East Quantum logoMidlands region since 2006 with a further 740 in the pipeline.

These sites collectively represent grant aid of around £83.5 million in affordable housing at sites in Buckinghamshire, Derbyshire, Leicestershire, Lincolnshire, Northamptonshire, Nottinghamshire and South Yorkshire with more than £16.75 million forecast for the current financial year. This has led to a total investment of approximately £208 million to date with almost £42 million forecast for the current financial year.

Quantum was established in 2006 and is made up of three developing members - East Midlands Housing (the lead investment partner), Derwent Living and Futures Housing Group. The consortium also includes four partner members - Advance, Foundation and Rockingham Forest Housing Associations and Wellingborough Homes.

In 2006 - 2008 all key performance targets set by the Housing Corporation were met, resulting in the continued acceptance of EMH as lead investment partner for the 2008 - 2011 programme.

In the 2008 - 2011 bid round the Quantum Consortium members secured more than £13 million of funding from the Homes and Communities Agency to enable hundreds of new affordable homes to be developed. Members continue to negotiate for extra funding.

Collectively managing more than 30,000 homes across the Midlands and beyond, the consortium was launched to:

  • identify, secure and deliver affordable housing schemes, efficiently and cost-effectively
  • meet all programme delivery targets
  • achieve procurement efficiencies
  • ensure investment priorities meet the requirements of the Regional Housing Strategy, local authorities and other stakeholders
  • follow the principles of good development, outlined in the Sustainable Communities Plan
  • achieve customer satisfaction by promoting tenant involvement
  • share skills, knowledge and best practice.

Each Quantum Consortium lead member has a reputation as a market leader in its own specialist field:

  • EMH as a leading low-cost home ownership provider in the East Midlands
  • Derwent Living as a provider of affordable homes, city living solutions and student accommodation
  • Futures Housing Group as a provider of affordable homes and neighbourhood services across the Midlands.
